Many Canadians still believe that handguns were completely banned in 2022. That misunderstanding is a constant topic of discussion in our classroom and we feel it is holding people back from getting properly licensed and enjoying the sport safely and legally. Let’s clear things up.
Handguns in Canada: What Actually Changed?
In May 2022, the federal government announced a “freeze” on the sale, transfer and import of handguns; a measure that was implemented later that same year. But a freeze is not a ban, and the distinction matters.
What changed:
You can no longer legally buy, sell, transfer, or import handguns in most cases.
What did not change:
Legal handgun owners can still possess and use their firearms.
Shooting at approved ranges remains fully legal.
Firearms can still be transported and used under existing regulations.
In short, if you’re properly licensed, handgun use in Canada is still very much alive.
The Overlooked Opportunity: Borrowing and Renting
Here’s where many people are misinformed: you don’t need to own a handgun to use one legally.
With the proper licensing:
You can borrow a handgun from a friend or family member.
You can rent handguns from approved firearms businesses or ranges.
Long-term borrowing is allowed, provided the Chief Firearms Officer (CFO) is informed of storage details.
To do this legally, you must:
Hold a valid Possession and Acquisition Licence (PAL) with restricted (RPAL) endorsement.
Maintain a current membership at an approved shooting range.
Follow all storage, transport, and usage regulations under the Firearms Act.
This means there is still a clear, legal pathway for new and existing shooters to participate, without ever purchasing a handgun.
Why the Restricted Licence Matters More Than Ever
Because ownership options are limited, having the correct certification is the key that unlocks access.
The Canadian Restricted Firearms Safety Course (CRFSC):
Qualifies you for restricted firearms privileges.
Allows you to legally use handguns at approved ranges.
Enables borrowing and rentals under the law.
Ensures you understand safe handling, transport, and legal responsibilities.
Without it, you’re locked out, even though the activity itself remains legal.
Don’t Let Misinformation Hold You Back
The biggest barrier right now isn’t the law, it’s confusion.

“Handguns are banned.”
“There’s no point in getting licensed anymore.”
“You can’t use one unless you already own one.”
None of that is true.
